Løyveeksamen for drosje in short: questions, time limit and cost

Key facts from Statens vegvesen:

• 35 multiple-choice questions on a computer at a traffic station (trafikkstasjon).
• You need at least 30 correct answers to pass – at most 5 mistakes.
• You have up to 60 minutes.
• The test is in Norwegian and interpreters are not allowed. You can have questions and answers read aloud in Norwegian Bokmål – ask for headphones.
• The result is shown on screen immediately, and you can ask for a printout showing which topics you got wrong.
• The fee is NOK 470 (prices from 1 February 2026).

This is not the taxi driver test for a kjøreseddel. The licence exam is for the person who runs the taxi business (the licence holder).

Who needs to pass the exam for a taxi operator's licence?

You can apply for a taxi licence without the exam if you meet one of these criteria:

• you held a taxi operator's licence before 1 November 2020;
• you passed the operator's licence test for goods transport and tourist coach, hold such a licence, or managed a transport enterprise continuously for the 10 years before 4 December 2009;
• you have a diploma or certificate from another EEA country or Switzerland, approved by the Norwegian Public Roads Administration.

Certificates issued before 1 January 2018 cannot be used. Everyone else must pass the exam first.

Professional competence is only one requirement. You also need a real and permanent establishment in Norway, good conduct and adequate financial standing (see Slik får du drosjeløyve, in Norwegian).

How to book the løyveeksamen and apply for the licence

• Book a theory test appointment on vegvesen.no and take the exam at a traffic station.
• There is no mandatory course. You can study on your own or take a course with a private provider.
• After passing, apply for the taxi licence to your county authority (fylkeskommune) via Altinn.

Topics in the exam

Statens vegvesen publishes a topic list (in Norwegian). The questions on Prøveklar are grouped like this:

• Commercial Transport Act, taxi licence and trip logging
• Road Traffic Act for licence holders, registration and insurance
• Price information and maximum taxi fares
• Working Environment Act and Holiday Act
• Internal control and HSE
• Staff training, service and customer care
• Business structures and registration
• Business economics, accounting and bookkeeping
• Taxes and tax withholding
• Duties, VAT and employer's social security contributions

The exam looks at taxis from the owner's side: you need the rules that apply to you as an employer and a business owner.

Read every question to the end. Small words like “ikke” (not), “alltid” (always) and “minst” (at least) change the answer.
